The Durban University of Technology (DUT) seeks to make an appointment of a University Registrar. This is a senior position at DUT. The University requires a leader who will garner the respect and support of members of the Council and members of the academic community.

The University Registrar is the Secretary to the University Council and as such, has a key role in the governance of the University. The Registrar counsels and advises students, academic and administrative staff on academic matters, interprets and enforces policies and regulations of the University Council and is the custodian of the University Statute.

The University Registrar is a member of the senior executive management team reporting directly to the Vice- Chancellor and Principal and is responsible for the supervision and management of all administrative and operational functions in the Office of the Registrar.

The Registrar ensures the integrity, accuracy and security of all academic records of current and former students, facilitates effective student registration and enrolment, is the custodian of policies and procedures that govern student administration, is responsible for timetabling, maintains up-to-date course schedules, catalogues, final examination schedules, manages efficient use of classrooms, and supervises and maintains the degree audit systems.

The Office strives for excellence in the areas of student admissions, registration, examinations, student records, student services and the University Secretariat.

To be considered for this appointment, you must have:

  • A PhD degree in an area that matches the portfolio, with at least ten years in a higher education, and with at least 5 years in a senior leadership position
  • Evidence of involvement with other institutions/bodies at a national level.
  • Experience as a Registrar or Deputy Registrar at a South African University
  • A thorough and tested knowledge of the South African higher education policy terrain, in all its aspects
  • A demonstrable capacity to lead and manage a large and multi-layered Registrar’s Office
  • A proven track record to construct and lead inter-departmental teams to solve large institutional programme problems and be a team-player
  • Sound knowledge and understanding of Corporate Governance including all the relevant King Committee Codes of Governance Principles
  • A demonstrable capacity to innovate in problem solving.

CHIEF RISK OFFICER

(REF: CR01)

The Chief Risk Officer (CRO) designs and prepares policies and plans on, and manages, the University’s risk management function, which directly impacts on the strategic and operational objectives of the University. The CRO examines the University’s strategic plan with a view to identify strategic and operational risks that could hamper the University’s performance to deliver on this mandate, knowledge of, and expertise in, risk management at senior management levels are cardinal. Reporting directly to the Deputy Vice – Chancellor (People and Operations), the incumbent will have access to both the Executive Management and will be expected to provide high level strategic support to the Executive Management team.

In Chief Risk Officer will be responsible for:

  • Establishing a risk management framework which includes the risk management strategy, structure processes, culture at DUT,
  • Providing input to top management and the risk management framework and plan, which includes; risk profile and mitigation strategies.
  • Implement risk management techniques.
  • Risk reporting to top management, Council, public disclosure and regulatory reporting.
  • The internal high level management of risks identified and some investigations that could arise therefrom
  • Liaison between the internal audit function on the one hand and, on the other, executive management and Council.

The ideal candidate will possess the following qualities: –

  • Be in possession of a Master’s Degree (minimally) in the related field plus a professional qualification relating to Risk Management or Internal Auditing. Suitably experienced Chartered Accountant is preferred.
  • Eight (8) to Ten (10) years Risk management/Internal Auditing/ Senior management experience in a large organisation with at least 5 years’ experience in a senior management position.
  • Experience with working in the higher Education sector and/or Public Sector for at least 3 years.
  • Extensive exposure with working in the Higher Education and/or Public sector for at least 3 years.
  • Sound understanding and working experience with Enterprise Risk Management practices and philosophy, including the design and implementation of processes and systems.

Have experience in: –

  • Institutional statutes.
  • Financial Policies and Procedures.
  • Tax laws: VAT legislation, Foreign Exchange Act.
  • IRFS.
  • Kings Report.
  • ITS regulatory frameworks plus knowledge of ITS would be advantageous.
  • Microsoft Office (Word, Excel; PowerPoint; Internet).
  • Strong working knowledge of business finance, legal issues and SCM.
  • PFMA, Treasury regulations.
  • Institute of Internal Auditors (IIA) standards.
  • Internal controls, Internal audit systems, Financial reporting, Financial systems, Fraud detection and prevention strategies, Strategic management, Corporate Governance.
  • ISO 31000 and/or COSO standards
  • Risk management software systems.

Have knowledge of : –

  • Understanding of Higher Education environment.
  • Business/commercial acumen.
  • Excellent communication skills – verbal and written.
  • Excellent facilitation skills.
  • Ability to write reports and do presentations.
  • Negotiation skills including the ability to deal with difficult customers.
  • Ability to organise and motivate others, who in many cases may be in a more senior position.

DIRECTOR: CENTRE FOR QUALITY PROMOTIONS AND ASSURANCE

The Director of Quality Promotion and Assurance provides leadership and strategic direction to the Quality Promotion and Assurance Unit. She/he oversees the efficient management and administration of the university Quality Promotion and Assurance unit. She/he represents the interests of quality to the wider university and its external stakeholders.

Reporting directly to the Deputy Vice – Chancellor (Teaching and Learning ), the incumbent will have access to both the Executive Management and will be expected to provide high level strategic support to the Executive Management team by leading and managing the development, implementation and periodical review of an integrated Quality Promotion and Quality Assurance management system; coordinating processes designed to evaluate DUT’s progress in meeting its stated mission and strategic goals and objectives; in alignment with national imperatives for quality promotion and quality assurance; including the objectives, mission and vision of DUT.

The Director also undertakes and fosters research into higher education quality promotion and assurance matters.

The ideal candidate will possess the following qualities:-

  • Be in possession of a Master’s Degree (minimally). The preferred qualification is a Doctoral degree.
  • Ten years’ Quality Assurance experience in higher education with at least 5 years at a management level.
  • Sound knowledge of the Higher Education sector,
  • Astute knowledge of higher education in terms of applicable laws, and policies.
  • In-depth knowledge HE quality regulatory prescripts and regulators (DHET, SAQA, NQF, CHE/HEQC/HEQSF).
  • Evidence of extraordinary networks in industry and academic circles as a feature of Universities of Technology is essential.
  • Ability to solve problems in changing and new context.
  • A proven track record of research, report and scholarly writing.
  • More than 5 years Teaching /Lecturing experience.

Terms of appointment

The incumbent to the above position will be offered a 5-year contract appointment with commensurate marketable remuneration package. The appointment may be renewed for a further term of office subject to performance review.
